Have you ever noticed how ALL the road construction work, maintenance work, drainage work, etc happens right before the rains? The road divider is being maintained or roads are getting a resurfacing or the drain has been opened for cleaning....and all, always, all right before the monsoons. Almost as if waiting for the rains to wash it all away! What do we do for the rest of the year?
